I have successfully installed JIRA 7.2.1 on my windows server 2008 r2 and connected it to an Oracle 12c database. It appears to be running just fine.
However, when I try to install Confluence 5.10.4 on the server, I get a "could not create the file. (tomcat8.exe)" if I try again, it just fails over and over.
The ID i'm using has admin rights on the server - any idea what's going on?

it's a brand new server. I've been able to install JIRA and Jenkins without any issues. Both have been shutdown while I attempt to install Confluence.
Can you give me like more details? Do you have anything installed on that machine or it's only Confluence?

The file tomcat8.exe already appears to exist in the folder, but I can't delete it - even though I run the explorer as administrator and attempt to delete.
