We have Confluence version 4.3.3 and Polls version 1.3.2 and when trying to insert a poll the "polls" dropdown is empty therefore we cannot add a poll.
The last thing in the log file related to the Polls plugin is:
2013-12-20 15:03:28,907 WARN [http-8090-33] [atlassian.plugin.webresource.DefaultResourceDependencyResolver] resolveDependencies Cannot find web resource module for: com.atlassian.confluence.plugins.confluence-create-content-plugin:resources

Hi James, thanks for using our Polls plugin! To be able to select a poll from the dropdown and insert it into a page, you first need to create a poll by either going to the "Polls" section or by using the polls blueprint. Once you've created the poll, you can then use the polls macro to insert it into a page.
Hope this helps
