We are finding some unpleasant issues with using the Mobile App versus the online version. We are using Confluence Cloud as a knowledge-base, not a collaboration tool, and it appears that drafts for pages/articles are visible in the mobile app, but not online. I was not able to find any settings regarding drafts and visibility, so the stakeholders asked if we could just remove Mobile capabilities altogether.

I'm afraid we won't be able to disable the mobile app. Unfortunately, the plugin management can be done by only a System Administrator and which is available in Server only. According to our Restricted Function In Cloud we won't be able to disable the system plugin anymore.
