If you put the panel inside of the "excerpt" macro, then you can include the panel in another page by inserting the "excerpt-include" macro in the other page. If you want to include multiple excerpts per page, then you can use the plugin that Aleks mentioned. However, basic excerpt functionality is already built into Confluence.
