Can we provide Org Admin for a specific site

Hello,

We have several site with same product on each site. However, since we are a group up of companies, we would like to give user management and group management administration rights for specific people but only for specific site.

Example of what we would like :

Sweden  site (with Confluence and Jira)- Specific Org admin manages only the users and groups of this site.

German site - Specific Org admin manages only the users and groups of this site

(with Confluence and Jira)-

Etc.

Is it possible or there is only one Org admin rôle and it's for the whole setup up ?

Confluence has both the org admin and the site admin role.  The default groups with their permissions are explained here: https://support.atlassian.com/user-management/docs/default-groups-and-permissions/
