We use both Jira and Confluence but need many more Confluence licenses then Jira. Can we purchase additional Confluence licenses without buying Jira licenses

Yes, the number of Confluence licenses is/can be independent of the number of Jira licenses. You don't have to buy them in lock-step.

Just to add to previous answers (that answer your question), you can also have multiple Confluence sites within your Atlassian Cloud organization, each with any number of seats you like and on any edition.
You can have 200 user Premium next to 400 user Standard, with any number of unique or overlapping users.

Hi @Glenn Shapanka welcome to the community. Certainly, you can have a different number of Confluence licenses than Jira licenses. Especially if people are only working on content, they would only need to have Confluence licenses. As you're adding users, just make sure the people who only need Confluence don't get accidentally assigned a Jira license.
In house, on my instance we have people who are working on Knowledge Base articles that don't have any access to Jira.
I would say that's one of the features of the cloud software is the flexibility in licensing. You can use a monthly license and the licensing will adjust as you go.
