Can we assign a work flow at 'Template' level in Confluence Cloud?

Appreciate experts advice/input on my following 

Here is my use case -

• User goes to the 'Page' where the article needs to be created and selects the category(Engineering/Self Service) from the dropdown list in the template 
• Based on the category selection, the corresponding workflow should trigger

Ex:

User selects the Template --> Selects the 'Category' from the dropdown list  --> Based on the 'Category' selection(Engineering/Self Service) the corresponding workflow should trigger

Can we assign the workflow to a category that has been selected in the template? I'm open to having a separate template for each category if we can assign workflow at 'Template level'
