Referring to the API documentation: https://developer.atlassian.com/cloud/confluence/rest/v1/api-group-group/#api-wiki-rest-api-group-get
which states : Permissions required: Permission to access the Confluence site ('Can use' global permission).
However, not able to see this 'can use' global permission in the portal.
Has the permission changed and is the API document not up-to-date ?
If the permission has changed, can somebody please help point the right alternate permission for 'can use' in confluence?

IF you are a normal user in Confluence, you have permission to access the site. The permission is implicit in being a normal user, and so is not listed in the portal.

When you say normal user, do you mean user with the below role in Admin portal :

yes. It's simplest to just test the API route in your browser when you are logged into Confluence, as the authentication cookies are already set up.
