Can't find "Confluence Admin > General Configurations" with "the base URL"

The base URL of a Cloud installation cannot be changed.

If you want to run it on a new url, you have to export your data, buy the Cloud system on the desired url and import the data from the old one.

Are you the administrator of Confluence? If yes, you can click on the "cog icon" located at the top of your page.
