We are using "Page Properties Report" to show summary information to users. All pages with the "Page Properties" macro have their access restricted. This is because we want users to see the summary information, but not the fine details.
When a user with access views the the "Page Properties Report", all information is shown.
When a user without access views the "Page Properties Report", no content is shown.

Is there a way to allow the restricted "Page Properties" information to show in the unrestricted "Page Properties Report"?
If a page has restriction applied to it, then you will only see it in the page properties report if you have access to the page. There is no way to get around that short of writing your own version of the page properties report macro and changing how it works.
