Of course, Jira and Confluence combo are a great start and they're free for teams up to 10 people and have most of the features you might need.

I can help with setting up documentation workflow and a documentation portal using Confluence.

Yes, Confluence Cloud is a viable solution for you.

If you don't need to give people different permissions, and have less than 10 people that would need to access the content, you could even use it for FREE!
