I would suggest creating it in the space you would like to eventually have it in and use page restrictions so you are the only one able to see it until you are ready to share it with others.

If you do not have the options explained in the KB above you will need to contact your space admin and make sure you have the ability to add page restrictions.

By default confluence is an open space and as such, if no modifications take place by the confluence admin, you will have access to your personal space to which you can add page restrictions (meaning that no one but you will be able to view or edit pages).
Further more if you are a space admin, you can place your notes to any page inside your space and then restrict these pages. If that's not the case, then you should contact your space admin so as to provide you with such a page and then make all the changes you want.

Viewers of a page can only see the content status on a page or blog after it has been published.
