Can I restrict the Tag catalog additions in confluence?

Good day,

is it possible to limit the catalog of tags. Normal users should get the right to assign existing tags, but not create new tags ?

Currently in Confluence there are no permissions to restrict who may create or manipulate labels. There are a number of open feature requests for this, which you can vote/watch/comment on:
