Updating the banner at the top of wiki pages with some custom text to remind people to remove credentials. What’s the character limit please and is there any governance processes to follow to make the change?

As of my knowledge. We don't have Announcement banner for Confluence cloud.
Are you using any plugin.

Under LOOK AND FEEL we have option as CUSTOM HTML and We always use everytime if we are making any changes on CONFLUENCE. Please find attached screenshot for your reference.

We use server for my production. When there is upgradation or somethings not worked in confluence. on that time we use announcement banner. maximum 250 - 300 characters we used. i don't have idea about limit.
