Atlassian SysAdmin is only Confluence Admins

I recently added Confluence to my package and although I and some other of our Jira users can access it and add pages etc, I am unable to add new users as the only confluence-administrators user is the default sysadmin user which seems to be something set up by Atlassian themselves? Does anyone know a way around this?

System Administrator permission is not available on onDemand. It is a restricted function.

You should be able to add users as Confluence Administrators (not System administrator) by adding users to administrators group (if I remember the group name correctly!).
