Could you suggest me any way to make annotations in Confluence like MS Word does? I found no such option in documentation.

Also you can try Talk plugin which allows you not only to insert annotations in any point of the page but to establish inline discussions with e-mail notifications.

Yes, it seems that Confluence don't have this kind of option.
But I did a search in our Marketplace, and I found this third party plugin, which I believe that do what you need:

This plugin looks great but doesn't appear to be available on the cloud. Is there a cloud solution?

You could add annotation with default jira just by selecting text you'd like to annotate in confluence and press lowercase I
