Anchors seem not to work in 5.1.3 ?

I can insert an anchor.... fine. I can insert a link to an anchor (in the same page).... #AnchorName ... but then clicking the link does nothing. What is up?

Removing the & from the page title resolves. I have a LOT of pages with & in the title!!! 5.1.3 is such junk. This is the fourth or fifth content-damaging issue I have had on 5.1.3.

Hey, I didnt say anything about exporting html. Why are you going in that direction? (That is not relevant)

OK, this one looks like what I see: https://jira.atlassian.com/browse/CONF-28682 But: -- bug is for 4.3, and I am on 5.1.3 -- bug is marked minor, and this is not minor! Is it just me, or is 5.1.3 just a PITA? I have hit bug after bug after bug in just a few months using it. 4.x was much better to us.
