Admin Account for Test Environment Only (Using Crowd)

I need to know how to create Admin access for our Jira Test environment (6.1.4) only.

We need to preclude a user from the same access in PROD

We are using Crowd to sync with AD.

Add a user if you want a new one, put it in a group that has admin access to your test environment, done.

We can't really help you with this - it's your system, we don't know how you have set it up, or what your AD/Crowd system is doing.

Okay I elected to add a user account locally to the app itself and not in Crowd or AD and it worked.

I was able to do this through AD/Crowd - very simple.
