In the past, there was a link under Space Settings for a Home page to add a new Space. That seems to have disappeared. I can modify or delete but want to add a new space.
Can someone tell me how?
I think you may have this the wrong way around?
You do not add spaces to home pages. The hierarchy is that Confluence contains spaces and each space has a home page, and, potentially other pages that are at the same level as the home. (And then pages nested beneath the pages below the top-level "home" pages)
To create a new space, you'll need the global permission to create new spaces, or ask one of your admins to create one and make you the admin.
Once you have a space, then you can re-arrange it as you see fit, bringing new pages up to the home-page level if you want. I find it easiest to use the space tools -> manage pages -> reorder
