Is there a setting to restrict users from adding pages in confluence? We want our users to be able to view pages and leave comments but not add pages. During testing even though I don't think we have any settings turned on, users are able to add/create pages.

Yes, you would want to edit the space permissions and take the Add off the Group or users you do not want to be able to add pages.

The ability to add items in Confluence is set at the Space level in Space permissions.

Have you reviewed the permission assigned to the user for the relevant Spaces?
The ability to view content and add comments is separate from the ability to add content.
Notice the View option under All, the Add option under Comments, and that those are separate from the Add option under Pages, whiteboards, databases, and Smart Links.

Yep, we already have this unchecked and some people are still able to add pages which is interesting.

Have the users logged out and back in since you made the change?
Have you confirmed that the are not members of user groups that still have the permission?
Have you granted permissions to Anonymous users?

Where those users are able to add a page ? Because the create button can be visible if at least in one space the user is able to create a page.
Rights in Confluence are like onion layers, from top to down you have :
To be sure the user cannot create a page and leave a comment it is done at the Space level, but you need to be sure that at the upper level (global) they the right to access to the instance.
So in your case for the existing space you need to review and modify all the distributed space rights, and for the future spaces you will create change the default space rights distribution. https://support.atlassian.com/confluence-cloud/docs/what-are-space-permissions/
But to do that you need to be in a paid plan of Confluence.
