If you take the standard xml export available from the backup manager, you get everything in your Cloud system - pages, blogs, procedures, people, and so-on.  You can create a non-Cloud system that has identical data from that xml.

where all procedure etc stored.

What do you mean by "watch point"?  And how would that lead to a "proper backup"?
