Bug: Table of Contents Zone anchors are not unique when including multiple macros on the same page

Edited

The anchors produced by the Table of Content Zone anchors are not unique to the page, meaning if you have several macros with headings that are the same like "Technical Requirements", only the first Table of Contents zone can be linked to.

This means clicking on items produced at the top of the Table of Contents Zone don't even work, they always take you to the first anchor on the page with the same name.

This along with the UI tabs problem is making it annoyingly impossible to arrange content with the same headings on a page. Neither of these two Macros work properly!

You know I really hate to be "that guy" but really, some better prioritization is needed here...

Rather than developing "You've earned pointless badge 7, whoohoo!" when links on pages don't even work.
