Bug: Using 'Select all' on a filtered repository list imports entire GitHub organization

I've just tried to import a selection of GitHub repositories by using the 'Search...' filter and ended up importing our entire GitHub organization.

Steps to reproduce

Note that step 5 is defused so that you don't have to manually delete all the repositories in turn.

  1. Navigate to 'Create' => 'Import components' => 'GitHub'
  2. Click 'Select repositories'
  3. Narrow down the repository list via the 'Search...' filter
  4. Click the 'Select all' checkbox atop the list of visible services
  5. Delete the 'Search...' filter phrase and observe that all repositories are selected rather than just the filtered ones you intend to import

Actual result

All repositories in the organization are imported.

Expected result

Only the visibly selected repositories are imported.
