In our environment, instrumentation and report generation will be done on on machine, howerver, the instrumented code will be tested in multiple servers (say 10 machines). We will gather the generated .db files from the test servers into the the first server (on which we did instrumented) and generate the report from that server. In this scenario, how many licenses we need to purchase, is it one or eleven?

Licensing fees are quoted per total number of 'Clover machines'. A Clover machine is defined as a single physical computer or virtual appliance that Clover is used on to instrument source code or generate coverage reports, including interactive reports via the GUI or plugins.
So in case both instrumentation and report generation is performed on a single machine, 1 machine license edition will be sufficient for you, no matter on how many machines you run tests against instrumented sources.
