In case you are asking about the Clover Maven Plugin (groupId: com.atlassian.maven.plugins, artifactId: clover-maven-plugin) it was open source since the very beginning, published under Apache 2.0 license. You can find it's source code repository here:

The repository URL contains 'maven-clover2-plugin', because this is an old name of the plugin. Prior to Clover version 4.1.1 the group/artifactId was: com.atlassian.maven.plugins:maven-clover2-plugin. Since version 4.1.1 the groupId/artifactId is: com.atlassian.maven.plugins:clover-maven-plugin. The artifactId was renamed in order to stay compliant with Apache Maven's naming policy.

I'm not sure to what place exactly are you refering to, but as per announcment Atlassian will not release any new versions of Clover.
If you referring to a Clover forks, like OpenClover, the Maven plugin is available, but be advised, OpenClover is not backed by Atlassian in any terms. It's a community innitiative started basing on a Clover source code.
