It's no longer possible to generate evaluation licences as Clover has been open-sourced and is end of life now. Binaries which are available on the Atlassian website are from versions prior to open sourcing, so they require a license key (we provide them for our existing customers who own permanent license keys).
You have to either compile Clover from sources or to use binaries prepared by the community. An example fork is OpenClover (http://openclover.org).
