Can we migrate the Clover India license to Ukraine server?

The location of a server doesn't matter to the licence.  You own the licence, you can use it where ever you want to.

Build the new server, and log into your Atlassian account to change the licence to use your new server ID, then apply the licence, and delete the software from the old server.
