issues with Bitbucket restore - "archive is not a ZIP archive"

I've been attempting to restore Bitbucket to another server and I get this error when using the Bitbucket Backup Client to do the restore:

        at org.apache.commons.compress.archivers.zip.ZipFile.positionAtCentralDirectory(ZipFile.java:702)

 

original o/s is RHEL 6u6. new o/s is RHEL 7u3

The original has a local postgres 9.2 database. new system has postgres 9.5

 backup was produced using the same Bitbucket Backup Client version.

can anyone help?
