invalid username or password on recovery_codes

Lost my device that had 2FA configured. Trying to create recovery codes by 

ssh git@bitbucket.org recovery_codes

It asks for password. On providing password it returns invalid username or password. 

I do see my login username when i run

ssh -T git@bitbucket.org

Also i have bitbucket key added too. I can see it when i run

ssh-add -l

Im sure of the password im using. I have used it several times. 

Please assist.
