Usually when we hear something like this, it's a third-party plugin that was installed on the instance and is executing in pre-receive, or something like that. But it's possible there is some bug in our code causing this, and if you create a support request at support.atlassian.com, I'm sure our Support Engineers can help you find the root cause of the problem. You can also turn on the Profiling logs in the admin section under Logging, and check the
atlassian-bitbucket-profiler.log file in
$BITBUCKET_HOME/log to see where the time is being spent for your request if that helps give you any leads.
