automatically switch to self hosted runners

Hello,

I have received a message that our pipeline is paused because we’ve reached our minutes quote, which is fair enough. However, we have our own hosted runners online.

Bitbucket CI should attempt to automatically switch to self hosted runners (if they are available) in case the quota is reached, even if we don't specify runs-on: self.hosted
