Bitbucket Server does always use the default branch in our case master no matter where the pull request was started from. I understand that's it's useful to be able to change this but defaulting to this is in my opinion 99% wrong since most users would most likely merge back into the branch they branched off. Is there a good reason for not doing this default ?
