Why can't I create a repository any longer

I login to Bitbucket and there was a popup about some new concept about Teams or Projects which I dismissed.  Now when I try to create a new repository I have to select or create a new project.  So I enter a project name.  When I click Create I get a 404 error.

Is it not possible to create new repositories any longer?

There was a brief incident where this capability was broken.
