All of the distros of Subversion (I have found) for Windows x64 may or may not include libsvnjavahl-1.dll but none of them include javahl.jar -- both are required by Fisheye.

Where can I find a compatible javahl.jar file for Fisheye 2.8 and SVN 1.7.6 (x64)?

For some reason most 1.7 binary distributions of the JavaHL bindings do not include the JAR file needed by Fisheye. I found one, however, in a Redhat RPM of Subversion 1.7.6.

It is useless, however, since Fisheye does not support Subversion 1.7 via Native JavaHL (only SVNkit in v2.8.2).
