I have public access enabled for a project in Bitbucket Server and would like that anonymous users are able to see its pull requests (as it is the case in e.g. Github). According to

pull requests should be available for anonymous users, but this is not the case in Bitbucket Server 5.3. Am I missing a configuration option or is this a bug or a failure in the documentation?

Pull requests are not visible when anonymously accessing a project or repository with public access enabled.
If this is something you would like to see in the product, you can add a comment to the https://jira.atlassian.com/browse/BSERV-4672 request explaining your use case and how this feature would be used.
A couple of years ago, we posted this comment explaining why pull requests are not visible:
Showing pull requests to anonymous users doesn't really add much in the organisational setting because there is little someone can do to meaningfully contribute back beyond that. Although that's not the only use case, we feel it is an appropriate place to draw the line at this time.
Regarding the documentation, we just removed the reference to pull requests (thanks for letting us know).
