What is the recommend method to enforce a Contributor License Agreement?

There are many services that integrate with Github and allow repository owners to restrict pushes or merge requests to only users that have signed a Contributor License Agreement.  Is there a plugin, service, or some other method to enforce this with Bitbucket?

Hi Mathew! We don't have that in Bitbucket, but you can still apply some restrictions by using Using branch permissions and Checks for merging pull requests.

Branch permissions provide another level of security in Bitbucket Server that allows you to control or enforce your own workflow or process. You'll be able to control the actions users can perform on a single branch, branch type, or branch pattern within a repository or project. 

Merge checks are used to prevent pull requests from being merged until your required conditions are met. 

I know this is not exactly what you were asking for, but it will give you some more power over your repos.
