I've been using the issue tracker for years to let user post bug reports. Recently something changed and now all issues are invisible until I login and manually open them one by one. Is there any way to turn this off, so that new issues go straight to the open status?

I'm afraid that it is not possible to turn off this behavior.
Earlier this year a lot of public issue trackers in Bitbucket Cloud were targeted by spammers.
One change we introduced after this incident was that issues submitted by users that don't have access to the repo will have the 'Submitted' status and they will be visible only to users with access to the repo and the issue creator, until a user with access changes their status to 'Open'.
This prevents any potential spam issues from being publicly visible and allows users with access to review them and then mark them as spam or open them. Otherwise, if you got 50 new issues in the issue tracker from users with no access, and 45 of them were spam, there would be no easy way to filter these 50 from the rest, and the spam ones would also be visible to users with no access.

It would not be difficult to make this an option defaulted to on but still able to be turned off for those unaffected by such problems. Please consider this or pass it on to those that are able to if you can.

I would suggest you to add your vote there, since this helps both developers and product managers to understand the interest. Also, make sure you add yourself as a watcher in case you want to receive first-hand updates from that ticket. Please note that all features are implemented with this policy in mind.
