Please allow me to give some context first: both Jira Cloud and Bitbucket Cloud use Atlassian accounts (the ones for https://id.atlassian.com/) for authentication. This way we provide login to all Atlassian Cloud products with the same account.
The menu in your screenshot will show all Jira Cloud sites that your Atlassian account has access to, for easier navigation. I'm afraid that this menu cannot be configured manually by the user. If the account you are logged in to has access to a certain Jira Cloud site, then this site is going to show up in this menu.
