Stash Global Permissions Suggestion

We have established standards for permissions on all of our repositories.  The standards are documented in a wiki page, but it would be handy if there was a way to augment the content displayed on the Stash Administration page for Global Permissions.  

For example, under the User Access title, it would be nice to add "Do not configure individual users. Please add the user to one of the standard groups. See wiki page for details."

And a similar message related to the Group Access section. 

The ability to customize this page with references to site standards would remind administrators to check the standards.

Similar customization of other forms used to create projects, and create repositories would be useful as well.
