My company got recently merged with another one and the 2 are using bitbucket cloud.
We'd need to grant access to repositories of the other company, to members of a user group from our workspace.
And the solution of transferring the repositories from one workspace to another is not an option since it would have annoying consequences due to the URLs being updated.
Is that possible and if yes, how to do that?

I'm afraid that this is not possible for existing workspaces at the moment.
If you want to continue using two workspaces, the administrators of the second workspace will need to create a new user group under that workspace, invite the users to that user group, and then add the user group to their repos or project.
Our team has been working on unified user management which will allow Bitbucket user, group, and product access management in Atlassian Admin. With this feature, users and groups will be managed on the organization level at https://admin.atlassian.com/, and a user group from a certain organization could be added to multiple different workspaces that are linked to this organization.
Unified user management is generally available for new Bitbucket Cloud workspaces created from https://admin.atlassian.com/:
