users with repo-read-permission can be set as reviewers.
But I like to limit the users to a subset of those, defined in a Bitbucket group. By this, the PR-author or someone who edits the PR could only select users a) with at least repo-read-permisson and b) is in that group. And only users of a) and b) could add themself as reviewer.
Is this possible?

This is currently possible with any built-in functionality, but I could imagine a custom add-on being able to tweak the behaviour.
Alternatively, if what you really care about it who can _approve_ a PR for the purposes of passing merge checks, you could use default and required reviewers functionality to avoid a loophole where a non-"blessed" reviewer causes a merge-check to pass. Note that this doesn't address your stated goal of preventing people from being added as reviewers or approving, but perhaps your underlying doesn't require that.
