Question about Data center Bitbuket

My company has several offices in LA, San Jose, Bejing, and Shanghai  
Now we have only one Bitbucket instance in LA.

Now we have two issues. 

1. So if there is issues in Internet, then Engineers in SJ or Beijing can't access to Bitbucket.
2. And also engineers in SJ are complainings about sluggishness because network bandwidth is not good.  

Does Datacenter Bitbucket help resolving two issues?

Bitbucket Data Center is the next generation Git server solution with active-active clustering for high availability and Git mirroring for performance across geographically distributed teams

The answer is yes for Item 1. If ",m not mistaken, if you have a node that is geographically nearer to the user, the user will be using that node.

Item 2, that's a whole different ball game that needs investigation into why it's slow.
