Check the key type of your public key:

for file in `ls ~/.ssh/*.pub`; do ssh-keygen -lf $file; done

Verify that the key type you are using is supported by Bitbucket: Bitbucket Server supports DSA and RSA2 key types – RSA1 is not supported.

Maybe you have read an article about ED25519 keys and tried one of those. That will not work.

Or you may have an incorrect public file format. There is plenty of information available on how to properly create keys for various platforms in Atlassian confluence.
