Oracle error ORA-00942 after v7.5.1 bitbucket upgrade Edited

Bitbucket 6.5.1 was upgraded to 7.5.1. Bitbucket has an oracle 12c database.

Following restart the bitbucket services crashes with the following recurrent log error:

2020-09-02 17:56:39,427 ERROR [spring-startup] liquibase.changelog.ChangeSet Change Set liquibase/r6_7/upgrade.xml::BBSDEV-20617-1::mheemskerk failed. Error: Migration failed for change set liquibase/r6_7/upgrade.xml::BBSDEV-20617-1::mheemskerk:
classpath:liquibase/master.xml : liquibase.precondition.core.TableExistsPrecondition@30b4c579 : ORA-00942: table or view does not exist

we hit a similar error when first installing bitbucket (, which was fixed by granting DBA to the oracle user.

This workaround does not work in this case however. Any ideas?
