Oauth Consumer connection is denying write access to certain users

I have a Oxygen Web Author servlet (Apache) sing an Oauth Consumer key/secret to access Bitbucket repos. Recently numerous users have been denied write access (they can still read, and even create files, just not edit them).

A few notes:

--We've been unreliably able to workaround this by removing a user's access to numerous repos.

--Newly created accounts have no issues

--This affects accounts with write and admin access

--No combination of access for the Oauth consumer works.
