No Transfer of Ownership Request Received

I am doing the same thing as always, but it just stopped working. I tried to transfer ownership but it says that it sent, but it is not received. I am admin on the other account. I verified email and it is correct and accepting emails. It just seems that it is not working on bitbucket side?

For some reason although I was admin it was getting sent to someone else on my team
