If you're using Bitbucket Server for hosting your Git repositories, then SVN Mirror add-on for Bitbucket is the best way to migrate your SVN projects:
In case you're not going to use Bitbucket Server, take a look at SubGit which is command-line tool (SVN Mirror add-on relies on SubGit to provide import and mirror functionality).
