I want to force team to write detailed description for every PR.Is there a way to make "Description" filed mandatory while creating PR? And add some rules for verification(e.g. min number of chars)

Hi Vladislav! At the moment, the description field can not be made mandatory.
I've had a look in case we already had a Feature request for that, and this is the closer I could find Custom pull request description template. If you prefer, you could also submit your own at public issue tracker.
