Licensing for PaaS providers

Can an MSP license Bitbucket for a PaaS customer?

Use case: PaaS customer maintains private VCS internally and it's not possible to create a route from the managed platform environment to their internal environment. We have a cloud license and would like to know if there is a licensing model that we could leverage to provide the customer with a private repository.
