I've set the check for at least 2 approvals for a merge, but when there is a new pull request the 2 approvals rule doesn't work on the UI because the merge can be done by one approver.

Do you have the "Prevent a merge with unresolved merge checks" premium feature enabled? It's a checkbox right below the "Check for at least {#} approvals", etc. section.
